Cherokee County Community Development Block Grant [CDBG] Program

Annual Action Plan Amendments (2021)

 

Cherokee County receives Community Development Block Grant Funds annually from the United States Department of Housing and Urban Development [HUD].  A five-year Consolidated Plan and Annual Action Plans are submitted to HUD, which include the projects that will be undertaken during the Program Year(s).  HUD has made a correction to the annual allocation for program year 2021, and the increase in funding requires public input for either an activity that hasn’t been part of the proposed activities for the program year, or the method of awarding funds to proposed activities has changed.  HUD previously allocated $1,202,802 for program year 2021, and has now increased that allocation by $17,725, for a total of $1,220,527.  Cherokee County plans to amend its CDBG Annual Action Plan and resubmit to HUD for the increase in annual funding for the program year 2021 and allocate the additional funding to Phase II of the Pea Ridge Community Initiative Project.  Total proposed funding for the Pea Ridge Community Initiative will be $167,725.

In accordance with the Cherokee County CDBG Program’s Citizen Participation Plan and HUD regulations, amendments to an Annual Action Plan require a public comment period as well as a public hearing.  Written comments regarding this amendment will be accepted by the CDBG Program Office beginning Friday, May 28, 2021 until 5:00 pm, Monday, June 28, 2021.  A Public Hearing will be held Thursday, June 17, 2021, at 3:00 pm, Upper Level at The Bluffs Administration Building, 1130 Bluffs Parkway, Canton, GA.

 

No displacement will occur as a result of the activities described in this proposed amendment.  However, federal regulations require that each local government which is a CDBG Entitlement grant recipient shall provide a plan of action to assist persons, in the unlikely event of displacement.  If displacement should occur, Cherokee County would implement the provisions as required by 24 CFR 570.606.

Public Hearings will be held at 10:00 AM, Friday, April 1, 2021 and at 3:00 PM, Monday, April 5, 2021 at the Cherokee County Administration Building, Upper Level, Canton, GA  30114.  The intent of the hearing is to receive comments on the recommended content of Cherokee County’s PY 2021 Annual Action Plan.  The Action Plan includes specific projects in Cherokee County that are proposed to receive funding through HUD’s Community Development Block Grant [CDBG].  These projects are designed to serve the needs of low and moderate income persons as prescribed by the program regulations.  The Action Plan constitutes the grant application for $1,202,802 which must be submitted to the U.S. Department of Housing and Urban Development [HUD] in order to receive FY 2021 CDBG Program funds.  A comment period will be opened on March 18, 2021 and end at 10:00 am on April 19, 2021.
