Development And Land Disturbance Permit|Lot Grading Plans
Back to Development And Land Disturbance PermitCherokee County may require Lot Grading plans to be submitted and approved prior to obtaining a building permit. A Lot Grading plan will not be used if the disturbance is over an acre, this will fall under the Land Disturbance Permit requirement. Please note all plans will need to be uploaded through our Cityview Portal for review.
Below are 3 types of when a lot grading plan will be required:
Tertiary Lot Grading Plans
Submittal is required for platted lots located in a common development where a primary permittee has filed a Notice of Termination (NOT) or has abandoned the project.
Items required for submittal:
- A tertiary lot grading plan drawn by a Level II Design Professional. Most Level II certified individuals are land surveyors or civil engineers.
- A GSWCC Checklist from the year that the plans are submitted must be provided separately from the plans.
- Driveway permits for lots with driveways on county-owned right of ways that do not have curb and gutter.
- Approved septic permits for lots that require septic systems. Lots that are served by sanitary sewer are not required to provide this.
- An approved tertiary Notice of Intent (NOI) that has been filed at least 14 days prior to any work beginning on the site. NOI’s can be filed and fees paid online at https://geos.epd.georgia.gov/GA/GEOS/Public/GovEnt/Shared/Pages/Main/Login.aspx.
- All submittal documents are to be uploaded to the CityView Portal for review.
Upon plan approval, a pre-construction meeting with an inspector will be required. Building permits will not be issued until the erosion control on the lot can pass an inspection. Minor Subdivision Lot Grading Plans
A lot grading plan submittal is required for lots platted as a minor subdivision.
Please note: All lots in the category of “minor subdivision” must comply with the following requirements:
- The lots cannot share a driveway or access. Each lot must have a separate driveway on a county owned road.
- The lots cannot have common infrastructure, including utilities, such as water lines.
- If the lots are owned by the same person, then the total disturbed area (added together) for the lots cannot exceed 1 acre, and cannot be permitted at the same time unless there is a Land Disturbance Permit.
- Stormwater Management may be required if there are existing downstream complaints or potential downstream drainage issues.
If the above conditions are met then a lot grading plan submittal is required. The submittal shall include:
- A tertiary lot grading plan drawn by a Level II Design Professional. Most Level II certified individuals are land surveyors or civil engineers.
- A GSWCC Checklist from the year that the plans are submitted must be provided separately from the plans.
- The plan shall include stormwater management (if required) and will show right of way improvements associated with driveway construction.
- Driveway permits for lots with driveways on county-owned right of ways that do not have curb and gutter.
- Approved septic permits for lots that require septic systems. Lots that are served by sanitary sewer are not required to provide this.
- All submittal documents are to be uploaded to the CityView Portal for review.

Individual Grading and Drainage Plans
Individual grading and drainage plans are required on certain lots in platted subdivisions to ensure compliance with approved hydrology reports. Lots required to provided individual grading and drainage plans will be noted on the approved plat.
Items required for submittal include:
- A grading and drainage plan clearly demonstrating that proposed grading and drainage on the lot comply with approved hydrology design.
- All submittal documents are to be uploaded to the CityView portal for review.
Upon plan approval, a pre-construction meeting with an inspector will be required. The building permit may be issued after the pre-construction meeting, but a condition will be placed on the permit for a site release prior to certificate of occupancy (CO). This will require an additional inspection. The site must be in compliance with the individual lot grading and drainage plan for the CO to be issued. Please schedule these inspections after final grading, but well prior to the expected issuance of the CO.
